Background and Strategy
PHR and PHRplus have worked extensively with the Global Alliance for Vaccines and Immunization (GAVI), and in particular with its financing task force. The Project has contributed substantially to the development of indicators of financial sustainability. This experience, along with the Project's monitoring and evaluation (M&E) expertise, is very pertinent to some of the discussions currently underway within the Global Fund to Fight AIDS, Tuberculosis and Malaria. In addition, the Project's policy level focus, and previous experience with Non-Project Assistance mechanisms make the Project well placed to examine for USAID the implications of emerging new development assistance strategies, such as Sector Wide Approaches (SWAps).
PHRplus is working on a number of discrete activities in this area; however, we anticipate that these activities will contribute to a broader understanding of the pros and cons of new development assistance modes that can be exploited during later years of the Project.
- Technical assistance to GAVI to develop financial sustainability indicators and an immunization financing database, and with other partners to assist in the implementation of financial sustainability plans.
- Review how new types of development assistance strategies, particularly SWAps and other poverty reduction strategies, have affected contraceptive security
- Technical assistance to the Global Fund to Fight AIDS, Tuberculosis and Malaria
- Development of SWAps
- Stimulate further discussion of emerging development assistance strategies
