PHRplus Hosts LACNHA Network Workshop

An intensive "two-track" training workshop on National Health Accounts (NHA) was hosted by PHRplus for 12 country teams from Latin America and the Caribbean (LAC). The LACNHA workshop took place in Montelimar, Nicaragua, from July 27 to August 2. This workshop was sponsored by the LAC Health Sector Reform (LACHSR) Initiative, a joint initiative of USAID and PAHO. Further information regarding LACHSR activities and products can be found on the LACHSR Web-site.

Participating countries were Bolivia, Dominican Republic, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Paraguay, and Peru.

L-R Karen Cavanaugh (USAID), Kei Kawabata (WHO), Jack Langenbrunner(WB)Technical team members new to NHA were introduced to the NHA methodology that maps the way financial resources for health are generated as well as spent, tracks expenditure flows, and links the sources of funds to service providers and their end users. Experienced NHA participants received the newest updates on current international standards for the estimation of NHA based on the Guide to producing NHA with special applications for low- and middle-income countries. The PHRplus team also presented two new analytical tools to participants, the NHA subanalyses for HIV/AIDS and TB and subnational NHA estimations.

In addition to providing updated technical information to participants, PHRplus staff facilitated discussions on present uses of NHA in the formulation of health policy within and beyond the LAC region. The workshop also provided technical teams an opportunity to share their own successes and frustrations with NHA and to network among country teams to promote future cross-country collaboration.

Although the days were long and the technical sessions intense, participants and the PHRplus team maintained a high level of energy throughout the workshop and found time to meet with old friends and establish new relationships that are expected to strengthen the LACNHA network.

To encourage continued networking and collaboration PHRplus will develop and disseminate a bi-monthly NHA Newsletter to all workshop participants who are interested in continuing the dialogue on NHA.
